Instead, head into the kitchen on your right and look at the countertop to find three pieces of scrap. Don't follow Tess down the stairs to your left just yet. Take a right and enter the hallway ahead. After Tess has climbed the ladder, follow her up. Align Joel with the wall below the hole and press TRIANGLE again when prompted to lean the ladder against it. Hit TRIANGLE to pick the ladder up and then walk with it to the hole in the wall. There should be a hole in the wall above, but Tess will note the ladder's missing. Once the conversation is done, head northeast of the cafe entrance. Hit TRIANGLE and listen to them before returning to your objective. They'll say hi to Joel, triggering the optional discussion. Look for a pair of survivors leaning against a newspaper stand to your right. Before you go, we can actually trigger an optional conversation here.
